From August 19 to 21, 2025, at Ho Chi Minh City University of Education, the ACCEES project organized a drafting workshop on the “Implementation Plan for Developing Digital Competencies for Students.” The program was attended by representatives from member universities, together with Prof. Pascal Marquet and Prof. Najoua Mohib from the University of Strasbourg (France).
During the three-day working session, delegates reviewed digital competency frameworks for students currently being used around the world, while also discussing the needs and implementation conditions at Vietnamese universities.
Benchmarking Vietnam’s Digital Competency Framework with International Experience
A key focus of the workshop was the “Digital Competency Framework for Learners” issued by the Ministry of Education and Training under Circular No. 02/2025/TT-BGDĐT. The framework was examined in comparison with international reference frameworks, allowing delegates to consider similarities, differences, and the potential for application in the Vietnamese higher education environment. Alongside professional discussions with experts, representatives from the universities shared the current state of digital competency development among students at their respective institutions. Discussions focused on the competencies learners need for studying, research, searching for and processing information, as well as using technology effectively and safely.
From Learners’ Reality to a Common Competency Framework
The subsequent working sessions delved deeper into identifying domains, levels of proficiency, and specific competencies for students. These topics were discussed based on both existing frameworks and the characteristics of learners and the higher education environment in Vietnam.
With regular engagement with students, Ms. Tran Thi Thuy Kieu, Director of the NTTU Information and Library Center, also represented NTTU in contributing practical perspectives on learners’ needs and habits in the digital environment. These perspectives provided additional practical grounds for discussions on the digital competencies necessary for students and on how to develop a competency framework appropriate to the context of Vietnamese higher education.
Through this activity, NTTU gained further practical exchanges with member universities on ways to integrate digital competencies into students’ learning processes. It was also an opportunity for the university to review its ongoing activities, share experiences, and learn from additional approaches that could be appropriately applied to continue supporting students throughout their learning and digital skills development journey.
Towards a Digital Competency Development Plan for Students
After three days of work, the delegates continued to review and consolidate the content and agree on the next steps for implementing the Implementation Plan for Developing Digital Competencies for Students. This is an important component of ACCEES, aiming to establish a common approach among member universities to developing digital competencies for learners, while also laying the foundation for training and student support activities in the subsequent stages of the project.
