Quality Assurance – To best prepare for the writing of the self-assessment reports for training programmes (TPs) in accordance with Circular No. 04/2025/TT-BGDĐT of the Ministry of Education and Training, on the morning of 6 August 2026, the Quality Assurance Department organised an online meeting to provide guidance and professional discussion on techniques for writing Self-Assessment Reports for 11 training programmes. This activity was a continuation of the series of activities for implementing quality assurance and accreditation of training programmes, which was launched on 28 May 2026.
The meeting was chaired by Dr. Hồ Thị Mỹ Linh – Head of the Quality Assurance Department, with MSc. Nguyễn Hữu Đăng Quang – Deputy Head of the Quality Assurance Department, serving as the presenter. The online professional discussion was attended by Faculty leadership, members of the Self-Assessment Councils, Secretariat members, and specialised Working Groups from the 11 training programmes.
The training session focused on three key objectives:
- Reviewing progress: Assessing the amount of work completed according to the issued Self-Assessment Plan, while also finalising the timelines for the next stages of implementation.
- Providing in-depth guidance: Introducing the detailed structure of the new set of standards; providing guidance on techniques for describing the core contents of each criterion, methods for collecting information, and coding evidence in accordance with Circular No. 04/2025/TT-BGDĐT.
- Addressing difficulties: Listening to and directly responding to difficulties arising during the implementation of self-assessment, evidence collection, and criterion analysis at the Faculties.
Circular No. 04/2025/TT-BGDĐT, issued by the Minister of Education and Training on 17 February 2025 and effective from 4 April 2025, officially replaces Circular No. 04/2016/TT-BGDĐT and Circular No. 38/2013/TT-BGDĐT.
The new set of accreditation standards for training programmes consists of 8 Standards and 52 Criteria, replacing the previous set of 11 Standards and 50 Criteria. During the professional discussion, MSc. Nguyễn Hữu Đăng Quang – Deputy Head of the Quality Assurance Department focused on providing technical guidance on analysing and describing in detail the core content groups of the Self-Assessment Report, including:
- 10 conditional criteria: These are the mandatory criteria that must be achieved, including Criteria 1.3, 1.6, 2.2, 2.4, 3.2, 4.5, 5.2, 6.1, 7.3, and 8.2.
- Criteria demonstrating the distinctive characteristics of the training programme: These cover learning outcomes, the structure and content of the training programme, and teaching and learning activities through Criteria 1.2, 1.4, 2.3, 2.6, and 3.3.
- Quality of resources supporting teaching and learning: Emphasis is placed on a comprehensive assessment of teaching staff, learner support services, infrastructure systems, equipment, and the learning environment through Criteria 5.3, 5.6, 6.4, 6.6, 7.2, 7.4, 7.6, and 7.8.
- Outcomes: This group of criteria reflects the quality of graduates, achievements in scientific research, as well as engagement and community service activities aimed at promoting the continuous improvement of the training programme.
The discussion concluded in a professional and committed working atmosphere, with a high level of consensus regarding the implementation process and the timelines for completing the Self-Assessment Reports (SARs) of the 11 TPs in 2026.
