Nguyen Tat Thanh University Attends Conference on Transfer of Results of the PURSEA Project “Higher Education Governance Innovation in Southeast Asia”

On the morning of March 16, 2023, Dr. Tran Ai Cam – President of Nguyen Tat Thanh University – attended the conference on the transfer of results of the project “Higher Education Governance Innovation in Southeast Asia (PURSEA)” with the theme “Developing and Implementing University Development Strategies”, and a training session on two quality standards of HCERES, held at Hanoi University.

The conference was attended by Mr. Giorgio Aliberti – Ambassador of the European Union to Vietnam; Mr. Laurent Sermet – Director of the Agence Universitaire de la Francophonie (AUF) in Asia–Pacific; Assoc. Prof. Dr. Pham Ngoc Thach – Secretary of the Party Committee, Chairman of the University Council of Hanoi University; Assoc. Prof. Dr. Nguyen Van Trao – President of Hanoi University; representatives of universities, academies, and centers that are members of the PURSEA Project, as well as representatives of universities outside the project.

The Higher Education Governance Innovation in Southeast Asia project is one of the Erasmus+ KA2 projects funded by the European Commission to strengthen the capacity of universities. The project is implemented over a period of three years (from 2020 to 2023) with the participation of 16 members, including 06 Vietnamese universities and 02 Cambodian universities as direct beneficiaries implementing higher education governance reforms; 05 universities and research institutes from France, 01 university from Belgium, and 01 university from Germany as providers of expertise and experience in university governance; and AUF acting as co-coordinator and responsible for administrative and financial management of the project. Dr. Nguyen Thi Cuc Phuong – Vice President of Hanoi University – is the project coordinator of PURSEA.

The PURSEA project consists of 10 work packages implemented with the aim of strengthening the capacity of Asian universities in developing institutional strategies and implementing priority action plans of each institution.

After the implementation period, the Erasmus+ PURSEA results transfer conference with the theme “Developing and Implementing University Development Strategies” was organized to provide an opportunity for participating universities to share project results and implementation experiences. At the conference, delegates listened to presentations on:

  • Methods for developing university development strategies (data collection and analysis tools);
  • Implementation of development strategies and supporting tools;
  • Sharing implementation experiences from Asian universities.

Also within the framework of the project, on March 17, 2023, Hanoi University hosted a training session on two sets of HCERES quality assurance standards (High Council for Evaluation of Research and Higher Education – France). Speaker Antoine Devoucoux du Buysson – Project Officer, Europe and International Affairs Department of HCERES – introduced the basic information on the French higher education system; the history, organizational structure, position, and role of HCERES in accrediting higher education institutions and training programs; as well as its evaluation and recognition procedures abroad. In addition, he also presented and answered questions from participants regarding topics such as: the two sets of quality standards for program and institutional evaluation; preparation for evaluation activities; and self-assessment reports.

Nguyen Tat Thanh University is an observer member of AUF. From the results transferred by the PURSEA project “Higher Education Governance Innovation in Southeast Asia”, particularly the processes and tools for strategic planning, the University uses these as a foundation to adjust its 2020–2025 development strategy, oriented toward the vision of becoming an innovative university. period, oriented toward becoming an innovative university. The University also studies how to integrate HCERES institutional standards into its governance toolkit, gradually applying them toward HCERES accreditation in line with international integration.

HCERES (High Council for Evaluation of Research and Higher Education – France) was established under Law No. 2013-660 dated July 22, 2013, on the basis of the French Evaluation Agency for Research and Higher Education (AERES), inheriting its activities. HCERES is an independent quality assurance and accreditation organization responsible for evaluating higher education institutions, research organizations, and academic programs. It is a full member of the European Association for Quality Assurance in Higher Education (ENQA) and operates within the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG in EHEA). In addition to French institutions, HCERES also evaluates institutions in other EHEA member countries. It has also conducted international evaluations and accreditation for foreign universities, French educational institutions abroad, and international joint research units.
