Enhancing Higher Education Quality Assurance in the New Context

NTTU – On the afternoon of August 6, Nguyen Tat Thanh University (NTTU) hosted a thematic seminar titled “Higher Education Quality Assurance in the New Context at Nguyen Tat Thanh University” for its management, faculty, and staff.

The event saw the attendance of Dr. Tran Ai Cam, President of NTTU; Dr. Nguyen Tuan Anh, Vice President and Director of the NTT Institute of International Education; along with heads and deputy heads of various units, and quality assurance officers from departments, faculties, institutes, and centers.

Quality assurance has always been a central focus at NTTU, regarded as a core pillar of the university’s long-term development strategy.

The Vietnamese education sector is entering a transformative phase. The draft of the Amended Law on Higher Education (2025) is expected to bring both opportunities and challenges, particularly impacting quality assurance and accreditation activities. According to Dr. Tran Ai Cam, the draft law places a heightened emphasis on Internal Quality Assurance (IQA) systems. These systems serve as the bedrock for self-assessment, external accreditation, and the ranking of both institutions and academic programs.

Dr. Cam urged all units to stay abreast of legislative changes and proactively refine their internal quality frameworks.

Beyond institutional accreditation, Dr. Tran Ai Cam highlighted significant shifts in Circular 04/2025, which governs the accreditation of higher education programs. These changes encompass revised regulations, assessment methodologies, and sets of standards.

To adapt, NTTU must proactively update its strategies and improvement plans. Beyond reviewing curriculum design and infrastructure, training programs are now required to focus on monitoring outcomes, impact assessment, and specialized field rankings.

During the seminar, Ms. Nguyen Thị Anh Dao (M.A.), Head of the Quality Assurance Department, detailed key takeaways from Circular 04/2025 and unveiled the 2026–2030 roadmap for internal assessment and program accreditation.

To date, Nguyen Tat Thanh University has achieved domestic and regional accreditation for 52 programs, including 7 programs that have successfully completed their second cycle. The university also boasts a 97% compliance rate in its second cycle of institutional accreditation under Circular 12/2017, with 11 programs achieving UPM star ratings.

Following the seminar, faculties will engage in discussions to finalize their respective roadmaps for self-assessment, accreditation, and star-rating registration. This data will guide the university’s resource allocation and investment strategies. Moving forward, NTTU plans to hold a specialized session on “Digital Application in Quality Assurance and Ranking.”

Building a robust quality assurance and accreditation system through prestigious domestic and international agencies remains a cornerstone of NTTU’s vision. Under the 2020–2025 Development Strategy and vision toward 2035, the university aims to: “Assert its domestic, regional, and international standing through star-rating, ranking, and quality benchmarking activities.”
